Stupak argues that in an insurance exchange, which is part of the health care overhaul bill, the current standing regulations on abortions will not be enough to prevent federal funding from going toward those services.
The language in the Senate health care bill restricts the use of public funds for abortion services. BUT private insurance plans that are offered in the insurance exchange CAN COVER ABORTION IF FUNDS FOR THE PROCEDURE ARE USED ONLY FROM PREMIUMS PAID BY BENEFICIARES. States have the option of banning coverage in insurance plans brought in insurance marketplaces.
"I'm not involved in the head count but they are lucky if they have 150 votes," Stupak told ABCNews.com. "They have to make a lot of improvements in order to get House members to vote for it. Members are not enamored with the process or contents of the bill."
"Give us our language. Let's keep current law: No public funding for abortion."

Bishops still oppose it because of abortion provisions.
While the U.S. Senate appears poised to finally pass a health care reform bill before Christmas, the U.S. Conference of Catholic Bishops remains opposed to the Senate version on the ground that its limits on abortion funding do not go far enough. According to statements issued last Friday and Saturday by the Bishops, the Manager's Amendment (full text) to H.R. 3590 "does not seem to allow purchasers who exercise freedom of choice or of conscience to 'opt out' of abortion coverage in federally subsidized health plans that include such coverage. Instead it will require purchasers of such plans to pay a distinct fee or surcharge which is extracted solely to help pay for other people's abortions." The Bishops stressed that their criteria for acceptable health care reform includes three moral criteria: "respect for life and conscience; affordability for the poor; and access to much-needed basic health care for immigrants." Others oppose it because the Senate Democrats declare a super-majority of senators will be needed to overrule any regulation imposed by the Death Panels. Senator Jim DeMint (R-S.C.) pointed out some rather astounding language in the Senate health care bill during floor remarks tonight. First, he noted that there are a number of changes to Senate rules in the bill--and it's supposed to take a 2/3 vote to change the rules. In other words: the issue Jim DeMint raised on the floor of the Senate last night. Because the heart of the bill is the attempt to get control of our health care permanently in the hands of federal bureaucrats, who would allegedly know better than doctors and patients what’s good for them, and who would cut access to care and the quality of care so there’s more money left over for various big government liberal social programs.
